Jesus said, "Be perfect, therefore as your heavenly Father is perfect." (Matthew 5:48) Immediately prior to this Jesus said that we should love our enemies. Therefore, loving one's enemies, doing what is best for them, is Jesus' definition of perfection.
The Greek word for "perfect" in Matthew 5:48 means "perfect in some point of character, without shortcoming in respect of a certain standard". The noun form of the word means "an end attained", thus, a goal.
The end for which God has created us is to love and to be loved, and when it comes to loving, we are to love all people as God has loved us in Christ. God will not rest content until we have achieved that goal by his grace and power through Jesus Christ. God loves us completely right where we are, in spite of our lovelessness. But he also loves us too much to leave us where we are.

Father, help me to love my enemies as you love them and as you have loved me in Christ. Help me to begin by forgiving those who have hurt me, just as you have forgiven me in Christ. Amen.
